It was a missed opportunity to debate slavery.
1. Any person in a condition of servitude who resides in a federal territory is a U.S. citizen.
2. The obligation of servitude is non-assignable, non-transferable.
3, The condition of servitude shall not exceed the length common for indentured servants in the colonial period, 7 years.
4. A child born to woman in a condition of servitude, while an inhabitant of a federal territory, is a free person. The child's name and identity must be registered with the federal government and at age 18 he or she must be freed.
It would never pass, but it would have been a heck of a debate.
