What is this? Can anyone identify this artifact?

This artifact (hollow, conical shaped, iron) was found approximately six inches under ground near a civil war era fort in Washington, D.C. We suspect it may be an artillery or cannon ball fuse, although we haven't been able to find a conical example on-line. Any idea what this is?

Welcome From THE Heart Of Dixie. It is not an artillery shell fuse and with all the rust its really hard to tell what it is.

Sorry no clue..but just a guess. It could be a wedge of some kind the hole for a pin to hold the wedge in place?
 
Total speculation, but looks like the end-cap of a pole meant to be jammed into the ground, such as flag, guidon, or maybe even a tent pole.

Had the same idea, but thought maybe the opposite end - the top - with the hole being for a fixing screw or nail, or maybe to hold a decorative tail.
