Can Anyone Identify These Buttons?

I recently got these and was wondering if anyone could identify them. Please comment if you have any information on them.

Post CW? Doesn't have a ring around the edge and the seal above the eagles head. Any info would be much appreciated

As I recall, that particular design of the eagle with all the surrounding details dates from the 1902 Regulations and is common around the WWI era.
