I believe the Spotsylvania designation is wrong because two of the soldiers in the image died in Washington, D.C., of their wounds during the war which would most likely mean they would be buried in the D.C. area.

This photograph of Arlington National Cemetery from around 1867 looks like it could be of the same area in the "Spotsylvania" image:
The bridge looks like it could be the same but trees and landscaping look like they must have changed a bit in the years possibly elapsed between when the photographs were taken.

I've already emailed the Library of Congress about this info and got confirmation that at least part of it so far will be changed. Any opinions?
