Anyone seen this image before?

Someone on Reddit is asking if anybody knows who the fellow reading the document is. I've never seen the image before and it didn't show up in a TinEye search, so, I'm asking the experts :thumbsup:

I have seen the image before, but it was a long time ago. I cannot remember the identification now. He is wearing his bars directly on his frock coat, and his sword looks like a foot officer's sword, but it is hard to say from the angle. maybe a presentation piece. I like the officer's boot's more suited to riding than to walking, probably cavalry.

Whether he's wearing boots or shoes under those crazy leggings can't be determined. The dark, shiny and wrinkly leggings appear to be made of rubberized or tarred canvas with laces up the side (showing on the nearer leg).
 
Those aren't lieutenants bars; they're the bars and studs for shoulder scales. Both men are wearing them. My first impression is that they're both wearing infantry frock coats. The one on the right is wearing an nco belt, but no stripes. I think the belt, sword and leggings are all studio props, as are the table and letter.
 
Rubberized materials were essential for wet weather. These appear to be rubberized gaiters he is wearing on his legs.
Hj guys, Don,t if you are still looking but believe have seen this before also. Believe saw it in a early 1960's produced book. Version I saw it in had a plain blue and gray front cover................and had 61 to 65 pictures and drawings .

Sorry for the babbleing but that's when recall information. Know what book it's in but must be packed
'away because have not seen it around for a while. Will keep a eye open because always seem to find stuff when looking for something else.

The frock coats look to be a bit short for officer frock coats. Could this be enlisted men wearying early war or militia uniforms?
 
They're both wearing enlisted frocks; you can see the piping on the sleeves. The fit for both men is really good, right out of a uniform book good. This is a guess, but they may be private purchase frocks which have been tailored, not out of the question for a recruit of some means. That also may hint at either an early date for the photo, or a wealthy militia unit that's been federalized. The standing soldier has a deringer in his belt, sometimes you see that in early war photos too. I bet they haven't "seen the elephant" yet.
