I hope it hasn't been discussed before but I was thinking what if say one state in the south had decided not to succeed what would have happened to them? I was thinking about this because I wondered if they really had a choice if the all states around them where going to wage war than I would think they would have been at risk and exposed. Would the south had targeted them first, would that state have been where most of the battles would have been fought, would that state have been stripped bare of it's resources and supplies? Just a crazy thought, please humor me :)

"Between a rock and a hard place".

A state in the position you described, would likely have divided loyalties amonst it's citizenry.

A republican governor could be elected and given the added job of Maj.- Gen. of the state militia. This would pretty much guarantee that only businesses and companies loyal to the republican party would be given government contracts to fulfill in meeting the needs and sustaining the army and navy.

Lincoln would have sent troops into the state to arrest large numbers of secessionists. It wouldn't take long for other secessionists in the state to go after their governor.

The state would become a magnet for the underground railroad.

This is what I gleened from the histories of Delaware adn Maryland. They had the reverse problem--surrounded by Union states.
