A Question Regarding the Reconstruction Acts

If your read the Reconstruction Acts would it not lead one to believe the seceding states did in fact secede from the Union as they had to pass laws and re-do State Constitutions in order to be RE-ADMITTED to the union...??? and what if they did not, perpetual Marshall Law...? Can someone recommend a reconstruction period book(s) that deals with the legal aspects of that time period...?? Thanks
