Bonus question.

Establish naval school

to secure a thorough military education ... it is essential that officers should enter upon the study of their profession at an early period of life and have elementary instruction in a military school.

CSS Patrick Henry

She was typically anchored 7 miles south of Richmond

Statesman; Editor; Historian Colonel William Lawrence Saunders served as Secretary of the State of North Carolina during the Reconstruction era (1879-1891). During his tenure, he was arrested in his office in Raleigh and brought before the US Senate for questioning regarding his alleged connection to Ku Klux Klan activities in North Carolina. Saunders was the first person ever to invoke his Fifth Ammendment right to refuse to answer questions that could incriminate him during a US Senate investigation. "I decline to answer" is carved on his tombstone as are the words "For 20 years he exerted more power in North Carolina than any other man" also "Distinguished for wisdom, purity and courage" which is generally understood to be a reference to his years of leadership with the Ku Klux Klan rather than his tenure as NC Secretary of State. Saunders was also on the UNC board of trustees and a co-founder of the Raleigh News and Observer newspaper. He graduated from The University of North Carolina in 1854; in 1922 the building that houses Religious Studies and the Geography department - Saunders Hall- was named after him. Although minority students have staged protests in recent years asking that the name be changed - the University of North Carolina is refusing on the grounds that history cannot be changed; only studied with an eye towards better understanding in the future.

Colonel William Laurence Saunders, 46th North Carolina Infantry

The Confederate States Naval Academy was housed on the CSS Patrick Henry, and was usually anchored off Drewry's Bluff, Virginia. It sometimes participated in action when the midshipmen were on board, and was called "the most realistic war college that ever existed."

William L. Saunders

Saunders (1835-1891) was a lawyer and reporter from North Carolina. He enlisted in early 1861, quickly receiving a lieutenancy, and by 1864 he was the Colonel of the 46th North Carolina Infantry. He returned to his professions after the war though he additionally was active in the KKK and rose to lead the realm as Grand Dragon of North Carolina. He later became the State Secretary and aided history by editing and providing for the release of ten volumes of colonial records.

bonus: ANSWER: Confederate Naval Academy- Drewry's Bluff (James River) aboard Patrick Henry

ONE SOURCE (worth quoting): Scharf 1887, 773-5
While the cadets of the U. S. Naval Academy were being trained far away from the scene of hostilities, at Newport, R. I., where it had been removed during the war, those of the Confederate school received their professional education in the face of actual warfare, in which they were frequently called from their studies to engage. The Patrick Henry was usually stationed near Drewry's Bluff~ the scene of desperate fighting, and by the time they were sent to distant service they were versed in the practice as well as the theory of war.
Near the close of the war, when it became necessary to have the boys on shore pretty much all the time to stand to the guns, they occupied huts in the Drewry's Bluff batteries. It was a truly unique education for them-school-boys one hour and fighting men the next, dropping their books to take up their carbines and cutlasses.

Edit - I will accept Fort Darling, the James River, and Richmond as alternative answers for the location of the CS Naval Academy.
