Answer - Delegations from the Confederate states of Louisiana, Arkansas, Tennessee, Virginia, Florida, and South Carolina presented themselves for admission.
Edit - Judging from the fact that the official answer addresses only the first part of the question, I have to assume that the other two parts were intended for bonus credit if I chose to award any bonus points - which I didn't. So the scoring for this question will be based only on the part that asked about the six states whose delegations presented themselves for admission. Players who correctly identify all six of those states will get ten points.
For the bonus questions, the sources presented by players seem to indicate that, in the end, Virginia and Florida were admitted without voting privileges while South Carolina was refused admission, so I would consider that the most accurate answer. Some players seem to have looked into the official records of the convention and found the information that, originally, the plan was that none of the six Confederate states would be given voting privileges. If I were giving bonus points (which, again, I am not) I would give credit for that answer as well. Anybody who got either of the bonus questions wrong needn't worry, because you will not lose credit if you got the first part right.
