Born in New Hampshire, I joined the Army as an Ensign in 1813 and advanced to Captain before leaving the service in 1828. I practiced law. I served in state government and was elected to the Senate. I lost a bid for governor and worked for the railroad before being called into service briefly as part of the Buchanan Administration. I gained fame for an order I issued at the outbreak of hostilities. I joined my state's militia, then became the highest ranking major general of volunteers during the war.
After the war, I served as Minister to France and was elected Governor of my state.
You may not know me, but over the years many soldiers came to know my name.
Who am I?
What was my position in the Buchanan Administration?

Bonus:
Who am I? I died while serving in the 20th Mass. Inf. at Antietam while treating a wounded soldier. My grandfather was a famous patriot who liked horseback riding .
