  1. battle of wilson's creek aka battle of oak hills
  2. brigadier general franz sigel - the question specifically asks for his rank. to me that is the rank he held when he wrote that report. the battle took place on aug 10th. sigel was promoted to brigadier on aug 7th which means he was most likely not yet informed about that promotion (the fact that he talks about himself caesarian style in the third person as colonel sigel seems to prove that). my source calls him major general sigel a rank he attained the following year.
  3. when brigadier general nathaniel lyon was killed then major samuel davis sturgis took over command. when later in the day brigadier sigel got in charge his immediate predecessor major sturgis was still alive. the army in question was the army of the west but the answer is none.
full report

... nice traps, andrea

I couldn't resist looking up the quotation, even though I'm not participating this month.
1. Wilson's Creek
2. Col. John R. Graves
3. First Brigade, Second Division, Missouri State Guard

The first item that came up on a google search of the quote was Col. Franz Sigel's account, in which he quotes the passage in the question. However, he is quoting from Col. Graves' report. Lest this seem weird, since Graves was Confederate and Sigel Union, Sigel's citation is in an article in Battles and Leaders, which of course was published some years after the war. I hope nobody was misled into thinking Sigel wrote the quotation!

I do not have the answer to @hoosier's question, sorry! It wasn't I!

1: Battle of Wilson's Creek, also known as Battle of Oak Hills, Aug. 10, 1861
2: Colonel John R. Graves
3: 1st Brigade, Missouri State Guard (after Col. Richard H. Weightman was killed in action during the Battle of Wilson's Creek)

Sources:

From Colonel Franz Sigels account of the Battle of Wilson's Creek:

"Colonel Graves, commanding the First Brigade, Mo. State Guards, says in his report: “Colonel Rosser, commanding the 1st Regiment and Fourth Battalion, with Captain Bledsoe’s artillery, being stationed on the extreme left, was attacked by Colonel Sigel’s battery, and his men exposed to a deadly fire for thirty minutes.”--F.S."

Full name of Colonel Graves could be found here for example:

Edit - A number of players answered with the name of Franz Sigel. While these words appeared in an account of the battle written by Sigel, the question asked who wrote the report in which these words appeared. Graves wrote the report. Sigel merely quoted what Graves had said.

My earlier concern has been addressed. I am satisfied that there wasn't any malfunction that enabled anybody to see other players' responses before the thread was closed. The question will be scored normally.
