In an almost forgotten tragedy, 78 lives, mostly women and children, were lost in this explosion that occurred the same day as the Battle of Antietam. Where did this horrific event take place?

A native of Alabama, I was held in high esteem by fellow West Point cadet E. Porter Alexander and - during the Civil War - by non other than General Robert E. Lee.
At the beginning of the war, I enlisted in the Confederate artillery and saw action
at the battle of Cheat Mountain. Transferred to the Western Theater, I became a POW
after the battle of Arkansas Post at the beginning of 1863. After being exchanged,
I was promoted to Brigadier General in July 1863 only to be horribly killed in action
less than 2 months later, with my promotion still unconfirmed.
Who am I?

Edit - I'm not sure if there was supposed to be a picture of a flag included with the Easter Bonus. Since there is not, I will accept identification of any person or group of people who sewed any flag associated with the Magnolia Cadets as a correct answer to the second part of the question.

Being a lifelong Pittsburgh area resident, the explosion at the Allegheny Arsenal is well known. The arsenal was located in the Lawranceville section of Pittsburgh Pennsylvania. Despite all the other manufacturing in Western Pa, this remains the largest Industrial accident in the area. Lawrenceville is located north of downtown and on the Allegheny River. Trivia, Lawrenceville was founded by William Foster who was the father of composer Stephen Foster.

The Arsenal was established by the U.S. Army Ordnance Department near Pittsburgh in 1814. It was situated on 30 acres (12 ha) of land bordering the Allegheny River in the community of Lawrenceville.

Bonus #1. James Deshler (February 18, 1833 – September 20, 1863). On the second day of the Battle of Chickamauga on September 20, 1863, while inspecting his brigade before an attack, Deshler was killed instantly by a Union artillery shell when it exploded in front of him, tearing his heart from his body.

Magnolia Cadets (aka Company C, Fourth Alabama Infantry). The flag was created by Ms. Elodie Todd and Ms. Martha Todd White, the half-sisters of Mary Todd Lincoln. One side of the flag is painted and signed "W. H. Arnold, Selma, Ala."
