Acording to 'The Civil war Book of lists''; not including regulars, Pennsylvania and new york each had in excess of 23 thousand - Massachusetts is next at 5793. I'll go with NY, PA, MA rather than reseach further.

I'm not positive again, but I think NY, PA and MA.


Here's the link that I used and I counted the regiments. It's quite possible that some of the regiments had more men?

Pennsylvania, New York, and Massachusetts had the most Union troops at Gettysburg, with Ohio a rather close 4th.

New York and Pennsylvania are the two obvious choices.

My guess for the third is Michigan, based on the fact that the number of soldiers buried in the Michigan section of the Gettysburg National Cemetery is greater than the number from any other state, other than New York and Pennsylvania.
