Edit - The third part of the question asked what the Confederate Congress did about the problem posed by Upham's printing of counterfeit money, and the correct answer is that they made counterfeiting punishable by death. I've seen sources saying that Jefferson Davis put a bounty of $10,000 on Upham's head, and sources saying that Upham claimed to have had a bounty put on his head, but I haven't seen any sources that said the Confederate Congress put the bounty on his head.

I'm accepting answers that mention the bounty as long as they also mention the death penalty, but answers that only mentioned the bounty did not receive credit.
