In July 1862 Lincoln discussed his thoughts for an emancipation proclamation with two cabinet members.
1. Who were the two cabinet members?
2. On what occasion did that discussion take place?

By July 1862 Lincoln had written what he termed his "Preliminary Proclamation." He discussed his thoughts for an emancipation proclamation with cabinet secretaries William H. Seward and Gideon Welles on July 13, 1862, while sharing a carriage ride from the funeral of Secretary of War Edwin M. Stanton's infant son James

On July 13, Mr. Lincoln took a carriage ride with William Seward and Gideon Welles. Welles recorded in his diary: "It was on this occasion and on this ride that he first mentioned to Mr. Seward and myself the subject of emancipating the slaves by proclamation.

2. Lincoln broached the subject during a carriage ride in which Seward and Welles were present on July 13, 1863.
 
CORRECTION: the occasion was the unsuccessful meeting with border states representatives trying to get them to institute a gradual emancipation program with compensation

sometimes I read too quickly

Edit - The meeting with the border states representatives took place on the previous day, but it is reasonable to presume that the fact that that meeting was unsuccessful was what prompted Lincoln to have the discussion with his two Cabinet officers. Therefore, I am counting this as a correct response.

Lincoln discussed his thoughts for an emancipation proclamation with Secretaries William H. Seward and Gideon Welles on July 13, 1862, while sharing a carriage ride from the funeral of Secretary of War Edwin M. Stanton's infant son James.
He presented his first draft to a meeting of his Cabinet on July 22, 1862.
