John Henry Holliday, aka Doc Holliday (1851-1887).
Interestingly, Gone With The Wind author Margaret Mitchell based the character of Ashley Wilkes on him, remembering a relationship he had with her cousin, Mattie Holliday. Mattie- called Melanie after she became a nun- was the inspiration for Melanie Hamilton.

Pauline Cushman (1833-1893), actress and spy in service to the United States as early proof of her pretended allegiance to the rebel cause. She made the toast during a performance at the Woods Theater in Louisville, Kentucky

Edit - Wyatt Earp was closely associated with Doc Holliday, but Wyatt was a little older and was working on his family's farm in Iowa while the Atlanta Campaign was going on. Three of Wyatt's brothers served in the Union Army, so that makes it even less likely that Wyatt would have gotten involved with the Georgia militia.

Another challenging question. Having reviewed the internet, my personal copy of 'Encyclopedia of Western Gunfighter', and the List of Old West gunfighters maintained by Wikipedia, I came up with only two candidates that could potentially qualify. Future Deputy Marshal Heck Thomas was in Rome, GA, in 1863, which would have put him just northwest of Atlanta - prime area for conflict, but he would have been 14 yoa during the Battle for Atlanta, and this is too old to fit. The only other "gunfighter" I can find that would have been 13 years old, and living in Georgia (Valdosta) during the Battle for Atlanta is Doc Holliday. Neither of these two appear on Georgia Militia rolls (and being way underaged, that's understandable) and I can find no reference to either being in, or serving with, the militia. Heck had actually just returned to Georgia after serving with his father and uncle as a courier with the 35th Georgia Infantry.

I am going to guess Doc Holliday is the answer, but only because he fits "most' of the OP's description, was the only 13 year old during the described period, but I can find no reference to him serving in the state militia.

After looking at the list of gunfighters on Wikipedia using the parameter of, 13 years of age during siege of Atlanta, the only "legendary" gunfighter that fits is Georgia native - John Henry "Doc" Holliday, as he was born August 12, 1851, and he would have been 13 years old at the time of the siege. If anyone came closer, they were either 14 years or older (Henry Andrew "Heck" Thomas), younger than 12, or families that had moved West, so I'll go with the Doc.

Although I could not find a source to prove my reply, my guess is that it could be John Henry "Doc" Holliday . He was from Georgia and his age fitted also.

I will be curious to see the source for the correct reply, must be hidden deep in the internet...
