Theoretically you are right - but history proved them to have been right after all -Honestly, if your assessment is correct I do sort of wonder at how much the USN's planning made sense! Their not having many ships of force for funding reasons is one thing, but not having many ships of force because they don't think there's any point to having them is... risky. If the enemy has ships of force and you don't, then you don't have many options, and ships of force are also the main way of projecting power.
eg the Trent crisis was proof that the territorial size and economical importance of the US was all that was needed
