Looks like it might've been the site of the old Peace Light Inn on Buford Avenue looking toward Willoughby Run. (If so, the Peace Light on Oak Hill is off to the right and a little behind the viewer.) It burned in a suspicious and likely insurance fire around 1980 and the site was acquired for the park afterward.

The tree line in the distance looks as if it might be Spangler's Woods, with the Virginia monument out of picture to the right. I couldn't say what used to be in the foreground. If that is Spangler's Woods the point of view can't be too far from the site of the Bliss farm, as Schellr suggested.
