What is this?

I was hoping to see if anyone knew what this is. My son and I were at Fort CF Smith in Arlington today and came across a tree that had recently fallen. We found this in the dirt clumped at the roots. Is is some type of fuse? Or just random trash. Thanks for the help!

It does not match up to anything I found in "Artillery Fuses of the Civil War". The cast-in numbers lead me to think that it is something post-war. To the best of my knowledge, most marking on Civil War era items were stamped on or engraved, not cast in ( with Bormann fuses being one notable exception). Although it could be an internal part of one of the more complex percussion fuses, the markings still give me a feeling it's post-war.
