In Australia a "shouting party" might have a different meaning. My "shout" in a bar or whatever means my turn to buy drinks.

Children there- you'd think would preclude ' shooting party ', like when the Brits walk off with shotguns over their arms and a few paid, intrepid people to go crash around in the bushes ahead of them. Wearing those hats- I see no hats. ( That's a joke )

Possibly misnamed? You sometimes see hysterically misnamed images in LoC, like someone just gave up that day. What do you want to bet someone thought the poles leaning against the wall were guns?

Maybe a reference to a religious camp or revival meeting...?

I thought a "shout" was a religious gathering. Harriet Tubman was said to be a powerful singer, and she could open up "and she could shout, she could shout" as loud as anyone in a powerful contralto. Singing and dancing to praise the Lord were one of the big things at a shout, I believe.

I think what you are referring to as horseshoe pegs are black streaks in the photo. Unless I'm not looking at the right spot.
