What flag is this?

BLUF: I'm not looking to start a debate on the flags of the confederacy here.

My neighbor has taken it upon himself to fly the first confederate national flag this holiday week ended. Next to it he is flying the flag pictured below. Is it even civil war related? I cannot find anything online resembling this flag. My wife's artist rendition is below since we did not get a good picture of it.

I have to agree with Andy. I had a change to go into the museum back room a few weeks ago and see some of the Custer related flags from the Civil War. They got them out of storage for us and it was a treat to see some flags not normally seen by the public.
 
Do you know if he is a veteran? I'd guess that he served in that unit, as the 7th Cavalry is still around today.

Just a guess but, I think it's supposed to signify the flag of Custer's 7th Cavalry at LBH, except the original had crossed sabers.
