It's a Japanese (EIG) Tower pistol. Probably worth $150. They were made back in the 1970's. The rammer pipe is a dead giveaway.

I have one I bought from Dixie Gunworks back in the '70s. I never worked well, something wrong with the spring, I imagine. The one you have looks like someone antiqued it. The metal on mine is still bright and smooth.
