Early 13 Star US flag. You can count 12 and the 13th is folded of the top with only half a point peaking...

That's what they called "the old flag." It was common, especially in homemade flags to have some arrangement of stars in the field, but not the correct amount for the time. For instance, the flag co I, 13th PA Reserves drafted down the river with in 1861 only has 30 stars, 5 rows of 6.
 
No doubt about it in my opinion: It's a US flag. The 13 narrow stripes are unmistakable. The stars MIGHT have been.
