Union response to the seceeded states

Much has been said that the Confederate states weren't allowed to secede in peace, but I contend that until Sumter the cotton 7 had done exactly that..There were no aggressive moves taken by the Union against the secession of the states.. In fact, they had accomplished exactly what they set out to do..Which was to leave the Union... So for a time until April, they were free from the Union, and nothing was done to coerce them back.. So how could it be said that the war was fought to stop them from seceding? Were there any moves taken by the Union to force the states back into it?
