Union Officer and Sword

This officer has a mark of a photographer once located in extreme eastern Pennsylvania,
and the sword is perhaps a surgeon's sword, although from what we can see it also
could be a paymaster's sword. To me he looks like a surgeon. Any opinions?

Do the type of tassels on his sash mean anything? They look pretty fancy.

The tassel ends do look slightly different. Thank you. If he were really a surgeon then the waist sash would
be green, but with the black and white photo it may not be possible to tell here.
