Union Officer and Sword

Location
Maryland...'bout 55 miles south of Gettysburg.
This officer has a mark of a photographer once located in extreme eastern Pennsylvania,
and the sword is perhaps a surgeon's sword, although from what we can see it also
could be a paymaster's sword. To me he looks like a surgeon. Any opinions?

Do the type of tassels on his sash mean anything? They look pretty fancy.
