He's wearing a Haughton, Sawyer & Co. army hat, as sold to a few northern States in 1861. Here's an article on the subject with some more photographs!

Edmands unique Civil War hat did not catch on with troops.

B.F. Edmands designed a unique hat to protect soldiers from the elements. It, like other early war experimental headgear, did not catch on with the troops.
