According to Wikipedia, "Upstate New York is a geographic region consisting of the portion of New York State lying north of the New York City metropolitan area." I.e., everything but 8, 9 & 10 on the map below (which comprise "Downstate"):

So much debate about this! And then you get the people who think "the city" is only Manhattan. Or, if you really want a fight, start asking people west of Albany if it's soda or pop.
