Ronald Stoker of the US Naval War College in Monterey, CA wrote The Grand Design.

This book addresses the application of force to achieve the policy objectives of the two combatants in the Civil War in the United States.

It is interesting in that George McClellan is given a good deal of credit for strategic thinking. McClellan's problem was lack of political experience and lack of operational capability, both his own lack of ability, consistent with his lack of experience and with the army's lack of experience.

Well written and worth your time if you can find it.
