Some states seem to have provided more cavalry regiments than others. States with the largest populations would provide more mounted regiments than states with much smaller population. Which Northern state and Southern state provided the most cavalrymen per capita?

Did the states that provided the most cavalry also provide the best cavarymen?

Good question, on the csa side I would be surprised if it wasnt Virginia. Havent researched it but that would be my guess. I do know NC had comparable amounts of infantry to Virginia but I'm pretty sure much less with cavalry.

Not counting state militia, Texas raised 53 C.S. cavalry regiments and a handful of battalions, while only 22 infantry regiments plus a few battalions were organized. An artillery regiment, four artillery battalions, and 35 batteries were also organized.

Were the Taxas troops always mounted or were many cavalry in name only being dismounted cavalrymen?

They were initially, but by mid war many were dismounted. I recall 15 regiments out of the 53 and one battalion that were permanently dismounted, serving as infantry until the end of the war. A few others were only temporarily dismounted.

There were also five regiments of Texas mounted infantry that were later reorganized as cavalry, which are counted in the 53.
