State Troops

What was the purpose of the state troops - specifically I'm looking at the South Carolina Second State Troops ... effective from 1863 to 1864. From what I can gather, they handled "local" service for six months at a time.

Does this mean general peace-keeping duties, or local service as it relates to local civil war actions?

Officially, they were to protect the state should the enemy show up, but they did perform some law enforcement activities. Governor Brown of Georgia refused to release his state troops to go outside of Georgia.
