Perhaps. But wouldn't you expect the propaganda to exaggerate the threat, thereby building up the determination to resist? That's what besieged governments usually do. Then, maybe it's defeatist propaganda. My purpose was just to point out that the outrage and bitterness was much less here than is often heard today.
