Could citizens of Seceded States regain US Citizenship immediately or did they have to wait until their state was readmitted (example Georgia in 1870)? How could Georgia ratify the 13th Amendment to the U.S. Constitution (Abolishing Slavery) if it wasn't a member of the Union?
