"VERY Rare and important, original, Civil War Relic being a piece of the Battle Flag of the 177th Regiment, Ohio Volunteer Infantry. Offered here are two pieces of this Civil War Battle Flag - a 1 1/2" by 1"piece of blue silk with approx. one half of a gold gilt painted star from the canton of the Battle Flag and a significant collection of red and white silk "tatters" up to 9" long from the fly end of the Battle Flag.
"These pieces were found in a ca1900 envelope with period pencil inscription identifying them as "Pieces of Flag 177 OVI" and with another period manuscript note that reads "Pieces of the Battle Flag of the 177 Reg O.V.I.". This envelope and note are included with the Relic Flag Pieces. The Battle Flag of the 177th Regiment Ohio Volunteer Infantry was a square, American Flag design with a somewhat odd canton featuring a blue field and gold gilt painted stars. The fly end of the Flag featured 13 alternating stripes of red and white.
"It appears that the remainder of this Flag exists to this day and is held by the Ohio Department of the Adjutant General and was part of the "Ohio Civil War 150 / Collections & Exhibit" designated as Item #1463. We were able to access an Image of the Flag and that Image shows that the canton of the Flag is nearly completely missing (the stars likely cut out and taken as souvenirs by soldiers of the Regiment) and the stripes are significantly tattered with significant loss (Click Here to See an Archived Image of the Battle Flag of the 177th O.V.I.). The condition and design of the Flag is consistent with the Relic pieces offered here and we guarantee that further research will easily match the materials and design found on these Relic pieces to the same of the remaining portion of the Battle Flag held by the Ohio Department of the Adjutant General."
I'd stay away from any seller who is using the term "rare". I'd stay even further away from any seller who is using the term to describe a unique item.
Not sure what this is, but the possibility to be what it is advertised to be, is small in my opinion...
Edit:
Here is where the seller bought the item. From that listing:
Remnants of a silk flag. Includes some red and white threads, plus an approx. 1.5 x 1 in. piece of blue with two points of a gilt painted star on it. With typed card giving information about the service of the 117th OVI
In my opinion, it should be re-united with the rest of the remains. Better in proper conservation than hanging on the wall to pamper the ego of some private collector.
That article says Vincent A. Taylor was the "son" in the name starting around 1871. According to a roster of the 177th OVI, a man named Vincent A. Taylor served in Co. H of the 177th, enlisting in 1864 and mustering out with the company June 24, 1865.
I haven't taken the research any further than that, but you can see where it might lead.
