What is 'telling' to me that it is correct being Richmond is the equestrian statue of George Washington, used as part of the CSA Great Seal once it was voted through the CSA Congress. This "statue" is in the photo near the church steeple and need to enlarge it, as it looks like a rippling flag otherwise. Richmond has several 'branches' of waterways around the Capitol Building. The Geo. Washington equestrian statue is rather unique and IF there is another state Capitol with one near identical pose--then perhaps it will be the factor in identification.
