Just how fortified was Richmond during the gettysburg campaign? How many troops were guarding it? If the Union pushed, could they have redeployed NC and other troops by sea and collected various other contingents hanging around VA and made a concerted effort to go after Richmond while Lee was up North? If nothing else, to scare Davis into recalling Lee back?

So let's say 20k men to make it simple. In defensive positions and works, multiplying their effectiveness. Union would probably need to field 50k+ men to have a shot?
 
You should remember that it was mid-June before the Federals realized the Confederates were moving North. By the time a plan could be developed, orders could be given, troops and supplies amassed, etc. the Battle of Gettysburg was being fought. Even if Davis had tried to recall Lee, it would have likely taken a week or two to get the message to him. Also note that a half-hearted attempt to distract the Confederates by moving Federal troops under the command of John Dix up the Peninsula in late June 1863.
