I think I know what this means, but wanted my peers to confirm:
"Company B:
August 11-28—Listed ninety-eight members about Buffalo Prairie. Elected its officers at Edgington, perfecting its organization
August 11. Marched to Rock Island and moved by rail
August 28. Arrived at rendezvous at Dixon, Lee County, August 29."

I'd understand it to be what we'd call "completing," meaning all the final steps necessary to get it organized which of course would include getting all the officers elected.
