"Radical Reconstruction was Harsh"

We hear it stated quite a bit in several different places that Radical Reconstruction was harsh on the South.

I figured I would establish a place for those who believe this to document their claims.

In what ways did Radical Reconstruction a) harm the South; or b) punish the South harshly?

"Harsh punishment" may be in the eye of the beholder, so we would need some type of idea of what you think his "harsh punishment" or "harm."

A couple of ground rules:

1. Show that what happened under Radical Reconstruction would not have happened had Congress not set the agenda. In other words, show some evidence that the same thing would not have happened under governments established during the period Andrew Johnson controlled Reconstruction.

2. Be specific.

3. Show your sources so we can all learn more.
