Sherman Question HWH

Hello all together,
my first post here is directly a question for you.
Here my question: I found a original source in the book Sherman-A Soldier's Passion For Order in chapter 12, origianal source no. 30. It's a letter from Sherman (WTS) to a person named HWH. I don't know who this person (HWH) is, especially for who HWH stands it would be nice getting some replies from experts.

The code for abbreviations like that should be at the start of the end notes section (it sounds like the book is set up that way) or the first time that person (or source) is mentioned in a note, the abbreviation they plan to use in future notes should follow the name/source so you might need to look at earlier notes. Halleck sounds like a good bet, but I offer the above in case you run into more abbreviations.

Thank you for your hint, i searched in the book and found him on this chapter only twice.
