So today on my walk through the local union graveyard, I saw this grave stone. what puzzles me is that in addition to the GAR emblem, there is also a white stone with the initials CSA. Did this guy switch sides?

The small stone with C.S.A. on it is a foot stone, the letters being the initials of the person whose grave it marked. I'm going to guess there's another Arnold buried in the plot and it belongs to that person but it could have been picked up and moved also. Foot stones were common in the nineteenth century but for some reason their use faded out by the early twentieth century. As they are small and don't have bases they typically fall over and get buried or, more commonly, get broken off at ground line (especially bad in cemeteries where there's mowing equipment used). Anyway, it has nothing to do with the war.

Hope that helps.
