Prison camp/outpost, location unknown, c. 1863

There is what appears to be an armed guard standing watch in the tower, which has what looks like an arrow style weathervane on its roof. The high walls, with the horizontal beams on the outside, appear to have been made to keep people inside, and not the other way around. Civil War prison camp? Or maybe a western outpost?"

The terrain makes it look quite western-looking which would probably make it a frontier building. What does everyone else think?

The low stone wall next to it makes me think that it's not a POW Camp unless that's an outer ring of the camp.
 
Looks like this is the view from a house/quarters, with a very nice garden and white picket fence and gate post.
I was reading about Camp Chase prison, which had a similar stockade.
On this image below, the guard can be seen on an internal catwalk, like that in your image.
I'm no expert, but I've noticed, other prisons I've seen images of, appear to have had external catwalks.

Look at that beam across the door too. I can't tell how it's affixed, but it does look like it's there to keep people in. That said, it doesn't look like any other ACW prison camp I've seen. I don't see any catwalk, and the "guard tower" is really fancy. I've never seen one with a shingled roof, weather vane, and molding (is that the right word?). I do think this is a prison camp, it's just a distinctive one and maybe even post-ACW.
