I would recommend adding a curves adjustment layer and then masking out the skin area and adjusting the curves for that area to bring up the contrast a bit. When I did my version of this image I had the same issue and solved it then by copying a head from another version of Jeff Davis over top of this one. If I did it again I think I would do the curves layer.

He does look a bit cadaverous. But, you had to do it with a photo that doesn't appear to have much to work with.
