Old belts

I bought a bunch of leather items last month and some of the items were U.S. Navy officer belts. I think most of them are Indian war eras but this one is not familar. Maybe a knowledgeable forum member can let me know what I have. Also the buckle with the star is a Northeastern state militia buckle correct? Best regards, Bob
