Official Record lookups needed

I know some of you have copies of the Official Record so thought maybe one of you could help me out. I need scans of these sections:

W.O.R., Series 1, Vol. 50, Pt. 2, 1093
W.O.R., Series 3, Vol. 4, 1269

These are cited in a publication as showing that the Pacific Northwest was specifically exempted from the 1863 draft act. While there was no draft in the PNW I haven't been able to find any citation for actual exemption other than these. Having a copy of the actual text would be very useful to me as I am not only interested in the history of Oregon and the PNW in general but am planning to do a presentation next year on Oregon during the war and really could use these sources.

The citations are copied here as noted in the publication. I don't know how to cite the OR so am hoping these are understandable - and am assuming that W.O.R. equals the "official record of the war of the rebellion". I hope that's right; if not maybe somebody can direct me to the W.O.R. Anyway, as I'd really like a digital copy, if you are willing to look these up and scan them send me a PM and I'll give you my email address.

I thank you ahead of time for your consideration.

Your obedient and humble servant,

John

Here you go. Now you have your own copy of the OR's

I do thank you for that link. However, I'm not having luck trying to navigate. I can get to the series and volume but can't see what the numbers - i.e. 1093 and 1269 - mean and haven't been able to find anything pertaining to Oregon.

So, I shall again prevail upon experienced searchers to see if one of you can find the cited pages.

OK, I found a different source that was easily searchable and got what I needed. I didn't know they were available on line so didn't initially look for them; thought one had to buy a copy. Anyway, success was had.

I do appreciate the help @ucvrelics.com . In the end I found what I needed and that's the measure.

EDIT: for the record, the source I found that I found very easy to navigate is:

And for the record, the OR shows that all of the PNW states and territories had a draft quota of zero and weren't included in Lincoln's first call for volunteers either (makes sense). In 1864 Stanton directed McDowell not to initiate a draft in Oregon; McDowell responded that he'd never considered doing such.

I did find that in 1886 Oregon tried to get Congress to reimburse it for expenses related to its militia and to cover the devaluation of pay to its volunteers (paid by the U.S. and different from the militia) due to them having been paid in greenbacks and not specie. Oregon did enroll some militia but they were largely ceremonial so the Secretary of War said no deal. As to the currency devaluation, basically it was "it was legal tender so if you didn't want to recognize it that's your problem." Oregon tried several more times, the last being in 1909 (as far as I can determine) but apparently didn't prevail. I do think there's a story there as to why Oregon all of a sudden decided to try and collect some fifteen years after the fact and then continued to do so for another twenty. Them boys didn't give up easy.
