Need help identifying

I have three items that I need help identifying. Since there are three, I'm going to do one each per thread. I was told by the person I purchased them from, that all three were bought at the same time from a dealer at a show. The first is a hat. It is either very dark blue or black wool with red velvet strip around the bottom There are two bullion stripe around it that are sewn together at the front of the hat(?) There is a narrower gold bullion up to the top on both sides and the back. On the front is a bullion wreath with S. C. and a cross. There is a label inside with an eagle on top, a heraldic design and on the bottom on a ribbon it says "EXTRA FINE MADE." Someone has suggested it might be from a hospital.

I understand that the Sanitary Commission never had a specific emblem so this may certainly represent that. I have never heard of the Christian Sanitary Commission. When were they active? This cross looks more medically related than Christian.
