Either a sash buckle or a primitive rank strap border? The bar with the two hole definitely look to be thread attachment holes.

No i found some and they look like this the ones circled

I'm curious about the pattern of dots in alignment all over it. They are straighter than the actual edges of the object.

I did some research it turns out to be a confederate sash buckle.

Those are some pretty fancy buckles, I would think they would be for some sort of dress wear.

Me too thats why i was so confused.

It is a sash buckle. It belonged to a lady and I have found several. They would give them to a CS officer to use on his sash and was more as a keepsake than anything but it did have a function.
