Need help identifying # 2

My next item I'm trying to find out more about are a pair of Infantry Second Lieutenant Shoulder Straps. They are 3 3/4 x 1 3/8 with a blue velvet field and red velvet around the outside. The bullion is 1/4" wide. Has anyone ever seen straps with red around a blue field? Are they real? Are they fakes? Who would have worn them and when?

I think the other ones are the "tops," with green surrounded by gold braid... I think that means medical corps?

The field does look a bit green but I can't say for sure that they aren't a faded blue. What about the red? Has anyone ever seen that? State militia maybe?
