Munitions over money

i recently acquired a 1863 civil war token. $0.01 . it does not state what country but says " Our Country".
my understanding is that it is union, but not produced by the government. it seems that munitions production was first priority and so these "tokens" were produced privately. a penny was still important in those days. i could not focus my camera enough to get a clear pic but this is what it looks like.

as the government caught up to production these tokens quickly disappeared . they had various mottoes on the backs like "army" "navy" or " I.O.U. 1 Cent ".
