Maryland secession vote

Lincoln had the Maryland legislature arrested / sequestered to prevent the vote to secede from the Union. Was this harsh tactic because DC would be surrounded by Confederate territory if passed or was the same type of thing done in the other "border states": Missouri, Kentucky, and Delaware?
