Martial Law?

Was the entire United States under Martial Law in the ACW?

Knew in Missouri it was proclaimed by Fremont and lasted through the war, and in occupied areas, but was reading a story today that sounds as if it existed Iowa as well. Would the suspension of habeas corpus triggered martial law everywhere?

Its bizarre according to article Lincoln declared martial law in Kentucky after it was declared and in effect for whole country.........not sure how double martial law worked........then second article is on the president can't declare it......:bounce:

The proclamation 94 in itself seems bizarre in only applies to certain groups of people instead of an area. Which seems a chicken or the egg proposition.
