Confederate Congress approves revision to 3rd National flag 1865

OK so in 1865 the Confederacy is falling apart at the seams, Sherman is wandering around the Carolinas, Lee is trapped in Petersburg, and all the rebel Congress has to do with its time is approve revisions to their flag?
